I saw an outdoor food court when I was in the San Diego area last summer. Thought it was a good idea, then remembered I live in Arizona and it would be a terrible idea for large parts of the year. Maybe they could cut costs and bake the pizzas on the sidewalk. Could be state or local laws that force that. I can go into Sam's Club and buy alcohol, tobacco, pharmaceuticals or have an eye doctor appointment without a membership because state law prohibits it.
