In the President's defense, his supporters only care about it that way, too. They WANT to hurt blue states, they WANT to hurt minorities, they WANT to hurt others because they don't like others, and they don't mind one bit if someone dies as long as it makes their cult leader - and by extension, them - feel better. Taxation without representation is literally what trigger the Revolution. It is Constitutional sacrilege for a President to imply they aren't concerned about portions of the tax paying population. A President is a President of all the States and not merely the ones they prefer.
